Hi Andrij, the name "wlm-ua" is correct, the UploadCampaign just didn't exist until a minute ago when I created it.
I also granted you UploadCampaign editor rights on Commons, so please configure the campaign for Ukraine at <http://commons.wikimedia.org/wiki/Special:UploadCampaign/wlm-ua>.
