For users using a normal computer, we use the CentralNotice system to make them aware of Wiki Loves Monuments. For mobile users, we have no such thing, but we do have an alternative: We can add a mobile banner to certain language Wikipedia's. This works for languages where most users come from countries which participate in Wiki Loves Monuments.
