There is hard limit on sending e–mails set at 20 messages per day (5 for
non–autoconfirmed users); administrators are exempted from that limit
(via the 'noratelimit' user right).
There are three ways to solve that problem that come to my mind right
now: (1) you can ask an admin to send the e–mails for you, (2) you can
ask a bureaucrat to grant you the 'bot' flag, (3) you can ask a steward
to grant you the 'accountcreator' flag.
Asking for temporary adminship just to send a couple of e–mails is way
too much hassle.
