Indeed, there is no common announcement for all countries - this is
something to be done on a project-by-project basis as the specifics are
different everywhere. The goal of this announcement would be to involve
more volunteers, explain the procedures and what's going to happen.
Especially the first time this is important. Also, this allows people to
become involved or simply make suggestions.
