Campaigns should be considered as special pages or system messages, and those 
are neither categorized. I think it is even simply impossible to do that for 
campaigns. But you can easily get an overview of all existing campaigns for 
Wiki Loves Monuments here:

For all 43 definitely participating countries ( 
http://commons.wikimedia.org/wiki/Commons:Wiki_Loves_Monuments_2013/Participating_countries
 ) the campaigns are ready, in some cases there only needs to be a template 
created, but that is something I will look into the coming days. For the 
probably and possible countries in the list: the campaigns of some need to be 
created, but that will also follow in the coming days. When all campaigns are 
created I will create an overview of all campaigns on 
http://commons.wikimedia.org/wiki/Commons_talk:Wiki_Loves_Monuments_2013/Upload_campaigns
 with the related categories and templates.

The problem last year was that too many people were able to edit the upload 
campaigns which caused us a lot of trouble and had to restore a lot of changes. 
This year we organized it differently: we have one user for the software and 
one user for the campaigns itself (me) for Wiki Loves Monuments. If there are 
changes needed, users can write on the talk page to request such change:
