Also, I do not understand what adm0, adm1, ... mean and cannot find a

adm0, adm1, adm2... are the ISO 3166-2 codes for <country> -> <province>
-> <municipality> (or whatever is subdivided your country)
They can just be provided in the header, no need to specify them on each
row.
