I would recomment using this template as example:

Creating the template is not very hard, and I could do that for you. The
hard part is comverting the wikitext into some kind of excel table which is
then easily converted into templated tables.

The reason why we need templated tables, is that they can be mapped into
the database, and use the same tools as other countries.
