Hi Branko, I didn't test this myself extensively, but as you're also emailing me privately, I'll try to respond and hope someone will correct me.
Please follow instructions on http://lists.wikimedia.org/pipermail/wikilovesmonuments/2013-September/006749.html on registering yourself first (if you didn't do yet). It may take up to 24 hour once you're registered to become admin. After that, you can register all the jury members as well the same way, and add them to your tool as jurors. If you're admin, you can add jurors by logging in on http://wlm.wmflabs.org/ after clicking on your country. Also, as admin you should be able to follow the structure there to set up the jury process to your preferences.
