As a crazy thought... i believe we have in many countries another level of region coding - I'm assuming it would be relatively simple to allow a selection on that too. For example, you could show a single municipality (and autozoom? That might be more tricky).
If that would work well, it might scale nicely in a way that local municipalities or monument associations can actually reuse it almost off the shelf. Anyway, just thinking along - and long term.
