The problem appears to be that a number of pages, like:
https://en.wikipedia.org/wiki/Draft:List_of_Monuments_in_Rautahat,_Nepal
have very little content, and no sources. There as a time when such
lists would be welcomed on Wikipedia, and personally I would still
support the creation in mainspace, but many in the community do not
agree.
The lists must have been sourced from somewhere, so perhaps that can
be used as a citation on the pages?
