Hi Philip,

CentralNotices for WLM are handled by Romaine.

What I don't undertand, that Austria is not in the list of targeted
countries:
* https://meta.wikimedia.org/wiki/Special:CentralNotice
*
https://meta.wikimedia.org/w/index.php?title=Special:CentralNotice&subaction=noticeDetail&notice=wlm+2019
and the code of the banner points to the right link:
*
https://meta.wikimedia.org/wiki/Special:CentralNoticeBanners/edit/wlm2019_version2
   case 'AT':
     url = 'https://www.wikidaheim.at/?pk_campaign=Centralnotice';
     break;

Best,
Samat
