Amount allocated to scholarships has been estimated, and Phoebe is working on the list right now. We have not yet been able to find sponsors to cover all requests. As a side note, I asked last week on internal-l, which local chapters would be willing to cover costs of their members (maybe even if only one) to come to Wikimania. As of today, only the swiss chapter answered (and it basically do not have sufficient funds for that).
