You could distribute the call for participation in the library scence, collect information on the wikimania wiki etc. About: IRC, Skype, Accessgrid etc. - I don't care which to use for communication, but only open standards with support of Open Source Software are acceptable choices - such as Email, IRC, Jabber ...
