Michael, the 25 cents you found are part of the Wikimedia Argentina's viral campaign to bring people to Wikimedia 2009 in Buenos Aires. I'm glad to hear the research we conducted was right, and people get the urge to make use of those 25 cents and spend a couple of Franklings to do so. I'm currently in Europe spreading the campaign.
BTW, Aerolineas Argentinas is in the process of being statized; I don't know if that means it is better than before or more chaotic.
