Yes, there are buses that go to the dead sea or pass next to it (and stopping at various locations) on their way to Eilat.
Detailed information is available on the Egged website. Egged is Israel's main public bus company. Bear in mind it's very hot out there, it's practically a desert, and buses have rather low frequency.
