just focusing on this particular one: I don't think this is necessarily true. Typically, you're free to make derivatives, as long as you don't give the impression they are the actual and official numbers. But you're usually free to copy the table and use in a presentation, report or otherwise in context; change it for your own purposes (i.e. with the numbers of a different chapter) etc - as long as you're clear and honest about what you're presenting.
