This is a typical fit for digiKam/KIPI: https://commons.wikimedia.org/wiki/Commons:KIPI_uploader I'm not sure about Onedrive status, though it's mentioned somewhere in their website; see https://bugs.kde.org/show_bug.cgi?id=300445#c13 If, rather than in preserving metadata/organisation of the files, you are interested in saving bandwidth, then it would be a logical expansion of https://tools.wmflabs.org/flickr2commons/
