While i don't know much about the specific circumstances, i agree in general that there are many more ways to make the most of Wikimania and to contribute than through speaking. One on one meetings and networking will rarely show up on a programme but are very valuable for affiliates. Especially when you hope to learn from and collaborate with other affiliates.
