Please take care that the Biblioteca Apostolica Vaticana is different from Archivum Secretum Vaticam and this is different from the Archive of the "Congregazione per la Propagazione della Fede" which is formally the old Roman Inquisition.
The first two are open to the public and they grant access with a written request if it is supported by specific aims. Even if the name "Secretum" suggests that the Archivum Vaticanum has some secret documents, the access is not so hard and they can produce copies of the documents without problems. Instead the Biblioteca Apostolica is more protected because it preserves some important books and manuscripts. About the third one, it is another question, more complicated and more serious.
