But surely saying that "Most of the contents are licensed under CC-BY-SA<http://creativecommons.org/licenses/by-sa/3.0/>" is not a licence to copy the entire Wikipedia wholesale, without as much as a mention thereof? Is there a mechanism to deal with this sort of thing? Where can I refer it to for action?
