Once I told to a guy from a secretary of education in Brazil that if
he didn't remove the non-commertial restriction he could not have
their resources used on Wikimedia projects with this restriction. I
didn't need to argue too much, as I usually do, so it was the easiest
negotiation I've ever saw.

Although they still need to remove this restriction from old resources.
