Yeah, sounds like they aren't on enWiki so will probably need to get it from stewards or request an IP exemption. If they are doing it in a computer lap an IP exemption is probably going to be the best bet. You can see directions on https://meta.wikimedia.org/wiki/Mass_account_creation.
