I randomly clicked user pages in
https://en.wikipedia.org/wiki/Category:Wikipedians_in_Arkansas and
found many 5,000+ currently editing Wikipedians, and one 40,000+
editor.

Sounds like hitting user_talk pages might be a better approach to
finding suitable Wikipedians.
