This draft resulted in the longest talk page <https://meta.wikimedia.org/wiki/Talk:Strategy/Wikimedia_movement/2018-20/Working_Groups/Diversity/Recommendations/9>, and the most passionate feedback. The responses mostly address the Licensing Policy update, that turned out to be a very heavy topic, while the Terms of Use update is overlooked. I think both are equally important, but raise very different concerns and technical questions. The community feedback would be more focused, if these two were split into their own recommendations.
I suggest the Terms of Use update be split into recommendation 14 with the next iteration, so the community can reflect on that topic as well. It would be also helpful to add cross-references to the strongly related Recommendation # 1: Code of Conduct <https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Working_Groups/Diversity/Recommendations/1>, and Community Health Recommendation #1 <https://meta.wikimedia.org/wiki/Strategy/Wikimedia_movement/2018-20/Working_Groups/Community_Health/Recommendations/Rules_and_regulations,_decision_making_processes_and_leadership> I'm posting this here, as it seems more likely that it reaches WG members.
