Season's Greetings to all and happy upcoming 20th Anniversary!

This is a combo update after skipped October one, was very busy after being
named into Tatarstan's Tatar language Preservation Commission https://w.wiki/WxA

1) July to late November - had weekly meetings with Tatarstan Parliament's
Education, Science and Ethnic Affairs Committee Chief & 3 meetings with the
Vice-Speaker

2) August through December has seen 6 article creation contests in Tatar
Wikipedia, current one in (5)

3) October - spoke at the Commission's second hearing, giving the rough outline
of the Wiki-dimension roadmap & led a Tatarstan Academy of Sciences Institute
of History organized seminar on Wiki-editing (wikinews https://w.wiki/uCe)

4) September-November - introducing Tatar Book Publishers (enWP
https://w.wiki/uCg) and official regional newspaper (ruWP https://w.wiki/uCh)
to free licenses - fırst wants me to develop tt.wikisource.org, its interface &
volunteers community to help them start uploading all PD books they store,
second one intends to switch to CC-BY (to allow Russian Wikinews to republish
their materials & Commons use their files)

5) October-current -  developing, launching & doing template tagging /
messenger support to participants of "My Tatarstan" article drive contest on
Tatar Wikipedia (wikinews - https://w.wiki/tWn)

6) November-current - helping to develop & assure communication strategy for
Tatarstan paid editing project (wikinews - https://w.wiki/iA$, Signpost -
https://w.wiki/jn3, enWP's COI Noticeboard - https://w.wiki/uCk)

7) December 18 - presented on Tatar Wiki-cooperation with Tatarstan bodies
during Federal Agency for Ethnic Affairs organized Annual event (wikinews -
https://w.wiki/uCn)

8) Currently I am working towards preparing a detailed presentation of Tatar
language project first to the Tatarstan Parliament (in Russian) & then to the
President & the Government of the Republic (in Tatar), Wikimedia Research Team
agreed to help with developing necessary metrics - see English version PDF of
my December presentation (7) for more context https://w.wiki/uD4

Comments:
* Russia-community is well-informed
* Bashkir editors (especially their grannies) are very active in all Tatar
language projects & also create positive Russian Federal-level PR for Wikipedia
* Impatiently waiting to see the 34th Wikipedia in the languages of Russia to
get approved for leaving the Incubator https://w.wiki/uDY
* Bashkir community is successfully showcasing Tatarstan projects in their
social networks and to own local stakeholders to incite them to start funding
their language version development - they just received news that their grant
request was approved by Bashkortostan as part of indigenous languages
preservation & development program
https://www.bashinform.ru/news/1545734-nazvany-imena-obladateley-grantov-glavy-bashkortostana-na-sokhranenie-i-razvitie-yazykov/
* Republic of Sakha (Yakutia) Wikimedians of Sakha language are not far behind
Tatarstan & Bashkortostan colleagues in engaging public authorities & wider
local stakeholders into supporting Wiki-Multilingualism (December has seen
Wikimedia Russia delegation meeting with their ICT & Digital Development
Ministry, GLAMs, press-conference in the regional news agency
https://www.youtube.com/watch?v=QvMHLSsi4SI & even a weekly news TV program
episode https://www.youtube.com/watch?v=0p1S_Jgxw9s&feature=youtu.be&t=5m01s
* Looking for ways how all this can be institutionalized, happy to see
yesterday's Movement Communications focus group colleagues understand such
personal activity marathons can't go long as an unfunded purely volunteer
effort (Work/Life/Wiki balance)

regards,
farhad
