and looked at their "cultural context content coverage" measurements? I
would be concerned that your measurement of the overlap between Wikidata
and each language edition of Wikipedia will produce a measure that
proxies how "Western" the wiki is.
The reality of article coverage seems to be much more multipolar: it
turns out, each wiki has a large amount of core content which is unique
to that wiki and there is actually very little overlap between language
editions across these core content sets. For example, Spanish Wikipedia
might be 1/3 the size of English Wikipedia but it's not a subset,
instead it has its own important articles which are lacking in English.
Perhaps the existence of Wikidata items is a measure of coverage in the
other direction than what you've proposed? If you imagine that language
editions have already written many of the articles important to that
culture, then we can measure how many articles have a Wikidata item and
although we might have a goal of encouraging Wikidata to link more
articles as items, I don't think there's an obvious case to incentivize
each language to write articles for all Wikidata items.

I wrote a proposal in meta to add a new way to rank wikis
(along side other rankings). There are more details and
result of the measurement in
https://meta.wikimedia.org/wiki/User:Ladsgroup/coverage_ranking_of_Wikipedia_languages
TLDR is that it penalizes a wiki for not having an article
that exists in other language, the higher the number of wikis
that has the article, the higher the penalty would be, either
power of two or power of three (to be decided) of that
number. Then wikis with lower penalty rank higher.
This incentivizes wikis to create articles in topics that
matter and would be read by our readers.
I would appreciate your feedback on the talk page of the
proposal. Also, if this needs to be brought up in some other
venues as well, it would be amazing if I'm told where, so I
can bring it up.
