First, note that when Tim looked at this request today the files were
missing and so it's impossible to fulfill this particular request at this
time. This is unfortunate, but that's where it is.

Generally, I think it's fair to consider the "server-side uploads" request
system to be officially a dead-end at this point. It's not fair to expect
users to wait for someone, somewhere, sometime to run a file through the
command-line, and it's an unfair burden on those volunteers with server
access to expect them to do it.

If there are difficulties accomplishing the uploads by the original file
creator then those actual bugs need to be prioritized and fixed so
self-serve uploads work for these cases.
