This is a common misconception.

Photos on Commons are accessible to all wikis, but no one has to use them.
It should be the same with templates: the code of the template should be in
one convenient place. Whoever wants to use a template can use it. If you
don't want to use a template, you don't. If you want to create your own,
you create your own.

It's mentioned in several questions in the FAQ that I wrote about it
recently: https://www.mediawiki.org/wiki/Global_templates/FAQ . If you read
the FAQ and still have doubts, please let me know. (It would probably be
better to do it on the talk page
https://www.mediawiki.org/wiki/Talk:Global_templates/FAQ and not here.)

The comparison to Monuments and WLM is irrelevant. WLM is a very narrow and
specific project with targeted rules, organizers, deadlines, budgets, etc.
The idea of global templates is to create a generic repository to share
code. What is done with the code is completely up to the editors community.
If it's built as proposed, it will not force any foreign cultural workflows
that people don't want to adopt.
