This is really cool!
What issues are you having with the template limit? This looks like a
normal page, not a template.
I would also maybe update the information at the top of your page to
explain "page needed", and what the action item is. ("These are references
from articles that are marked as needing a page number from the book they
reference. You can help Wikipedia by going to the library and finding the
page and adding it").
