Ramesh, We do expect a significant amount of applications though the actual number of scholarships in limited. I cannot give a number at present as it the final number depends on mathematical calculations.
The idea is to provide full or partial support to those Wikipedians who really want to attend but cannot afford it monetary wise. For those who can bear their own cost - of travel or accommodation or have someone they can stay with in Mumbai, we encourage them not to apply for scholarships or apply for part scholarships as necessary so that those who need it most can benefit from it. In true Wikipedian spirit, we assume utmost good faith and request everyone applying for the scholarships to practice the same.
