It is actually tricky. Words do mean differently in different parts of the
world...

Even the foundation sometimes uses the word "recruit" officially. Last seen
at Sue Gardner's  keynote address at Wikimania Haifa too.

sometime back , I had tried to convince that the word recruit in India
carries a different meaning  in Comm-com list.

Well, I guess the headline is usually  the "creative" of the editors, and
not the privilege of the actual reporter who writes the article.
