Hi Srikanth, I did a cursory search to list all concrete roads in India, 
and came up with some interesting results. There definitely seem to be 
reputable media reports that state the claim, i.e. there are concrete 
roads all over the country. Unfortunately, there seems to be no 
comprehensive list, which would mean that for each individual road or 
highway one is writing about, a distinct citation has to be found. The 
other way around this is to perhaps write to (or file an RTI request 
with) the Director General (Roads), Ministry of Shipping, Road Transport 
and Highways, Government of India - they must have this information. You 
could then host the scanned reply on Scribd, Webcitation or some other 
place that allows for non-freely-licensed but public information, and 
link to that as a citation.

Speaking of which, there might be other things which merit an RTI 
response to use as a citation. Since government extends copyright over 
its communication, I doubt that RTI replies can go on Wikimedia Commons. 
Commercial and non-commercial hosts (the Internet Archive, Scribd, etc.) 
might be one solution. But perhaps the chapter - especially as it is not 
a 'Wikimedia' site - can step in and create a way to host such 
documents, that fall out of the purview of Commons because of licensing, 
but are nevertheless required for a citation, and are not online. If you 
think this is worth it...
