Chapter CANNOT accept any payment(or claim that it can accept) *on behalf* without a formal agreement. Chapter cannot enter into formal agreement due to FCRA laws. There is no point in talking about this in 11th hour, there was a chance in May 2011, chapter worked towards it, but was not able to beat the legal hurdles, we just need to wait one more year. -- Regards Srikanth.L
