Following this [1] discussion, it appears that the conditions into which some documents are released by the Indian government are nearly the same as CC-BY. However some people on Commons think that we need a confirmation.
Could the WM India ask whether the conditions specified here [2] are compatible with such a license (or another free license)? More precisely the requirement that images such be "Reproduced accurately" is a moral rights clause -- a reproduction should not be modified to misrepresent what the original work was. The rest of that clause also gives a hint they are referring more to moral rights, as Carl Lindberg said.
