There is some similar work undertaken by Tamil Wikipedians and we expect official confirmation to release many volumes of encyclopedias under CC license soon. http://www.thehindu.com/todays-paper/tp-national/tp-tamilnadu/a-push-for-tamil-resources-online/article5316150.ece Some of the local FOSS activits including some Tamil Wikipedians are engaged in a new project called http://freetamilebooks.com/ This aims to release CC licensed contemporary works that can be read in smart phones and tablets in epub and mobi formats.
