I'm not sure it's right to say the panel takes over what was formerly a staff 
decision making process. The intention of the panel (which reports to the 
board) is to advise on how WMUK can best engage volunteers. That might include 
looking at questions around volunteer support, training, recognition, etc. It's 
not necessarily that these questions weren't being addressed before, but we 
think it's important to formalise a panel to deal specifically and explicitly 
with them.

On the more general point, of course a new CEO may well want to introduce 
particular changes, or implement things in particular ways. However, the new 
CEO will of course need to consider the ongoing changes in the charity and, 
importantly, the views of the members and volunteers. So I don't think we 
should feel the need to delay moving the project oriented approach forward, and 
consulting on these proposals for changes, which is what we are doing here.

This panel reports to the CEO, and takes over what was formally a staff 
decision making process. Since we are still in the interim CEO phase, with a 
CEO in waiting (person unknown), surely these type of changes should be made by 
the incoming CEO, who will have to live with them!

Looking at the timescales, that should be the case...
