Rae, hello! I must confess that I personally do not have a solution at hand, that's why I said we will discuss the best way to address this point. It is a complex issue, that includes security, but also efficient responses to IP blockages, that's why I mentioned both WMF and the teams involved (e.g. people that deal with this type of issues, stewards, event organizers etc).
