You mention Welsh. In Wales we have mainly focused on Mozilla Common Voice 
rather than LinguaLibre, a dataset of voice recordings in many languages, 
crowd‑sourced, open and free: excellent for speech-to-text, voice recognition, 
LLM's etc. Could be mass-uploaded onto Commons.

LinguaLibre is more of a library of individual words: a linguistic media 
library if you like, focused on Wiki projects such as Wiktionary. Jason has 
done some work on this.

Also thousands of placenames audio files were uploaded by WikiMon and by NLW 
straight to Commons and used on Wikipedia; in theory, they could also be added 
to LinguaLibre, but that would be chasing after your own tail.
