Hello! Michael this is a great idea! As far as I remember from Stephane's talks about Kiwix, are historically strong users of the resource. It is definitely worth looking into.
As Michael knows, the technology itself is easy to set up especially among concentrated populations - but it does require financial input with regards to the raspberry PIs that are required to 'deliver' the closed network. The software is obviously free, it's the tech and set up time that can be obstacles and then the will of the Department of Correctional Services, that need to be convinced - although with past projects they have seemed willing.
