OK, so I'm a wiki noob, and would appreciate some help. It sounds like, in
order to request Wikimetrics to be an OAuth consumer, I need:

* to have the mwoauthproposeconsumer right
* to access this page:
https://meta.wikimedia.org/wiki/Special:MWOAuthConsumerRegistration/propose and
fill it out (right now when I go there it says it does not exist)

Can anyone give me that right or point me to where I have to go to request
it?  Much obliged.
