You can find instructions on how to join Phabricator using your Wikimedia user account here: https://www.mediawiki.org/wiki/Phabricator/Help#Creating_your_account Creating a new request is as simple as creating a new task on the board. When you create a task, fill in as much information as you can, but feel free to skip fields if you're not sure what to put in them. Once you log a bug or feature request, make sure to "subscribe" to the task so that you can be notified of new developments.
