It's interesting, but I *know* what the main one of the "strategies" used on Serbian Wikinews is, and I'll have no truck with the mass auto-importing of VoA, and spinoff, 'propaganda'.
This is the *only* reason Serbian Wikinews outstrips English in terms of articles. I'll be interested to see if Millosh has any better ideas, but I hope someone will, at Wikimania, highlight that the stats are misleading and based on publishing material republished from US State Department-funded sources.
