I opened the file (ODFs are just zip files) and looked at meta.xml - the first line of it is
<office:document-meta office:version="1.2"> I just tested the file in LO 4.1.0.3 and it opened fine. I then updated to LO 4.1.3.2 (current download for Windows) and it opened fine in that too.
