Based on the language proposal policy, there are basic requirement that must be met to request a new language Wikipedia and one of the requirements is that the proposal must have sufficient number of native speakers of the language to form a viable community and audience. On this note, it is important to seek for editors who are willing to help in building such community and one of the places you can find such editors is the "Village pump".
