Closing WP-l, perhaps the oldest and most-subscribed list, while leaving a hundred other unused lists <https://meta.wikimedia.org/wiki/Mailing_lists/Overview>, is not sensible.
Instead, we might close all lists with <10 non-administrative messages over the past year, and leave a single [wiki*-l] list, per language, with broader scope.
