Hi! Two main things are needed for this:
1. Translating the basic user interface. This is done on the website translatewiki.net . Please go there and create an account. You'll get further instructions after you create it. 2. Getting some people who know this language (including yourself) to write articles in the Wikimedia Incubator. An Incubator is already set up for this language, but it has almost no content. See the page https://incubator.wikimedia.org/wiki/Help:Manual .
