Regarding Tesseract, I read on the WM-FR proposal form there are plans to improve the OCR https://meta.wikimedia.org/wiki/Grants:APG/Proposals/2013-2014_round2/Wikim%C3%A9dia_France/Proposal_form#Contributing_to_the_development_of_tools_that_respond_to_our_needs
I don't see anything about tesseract there, they talk of https://www.mediawiki.org/wiki/CAPTCHA#A_homegrown_reCAPTCHA_clone (but I've not seen any movement around it).
