Fully automated is technically possible, but depending on the reason (image
might really not usable on any Wikipedia) and the target Wikis (en.wp has
fair use; de.wp has not), copying files might cause more problems than it
solves. IMHO leaving these decisions to the admins, to be taken just prior
to deletion, also has a "due diligence" aspect to it.
