Dear Chakravarthy, Most certainly! Anyone from the community (including eTelugu.org) should be able to FREELY use it, study it, share/redistribute it and improve it. All the four freedoms on which Wikipedia is being built by all of us.
Whenever the CD is ready a copy can be given to eTelugu.org and you could make and distribute as many copies as possible. We could even make a soft-copy available for free download.
