"Opt-in" as in turn on the setting in your preferences, as shown at
  https://en.wikipedia.org/wiki/Special:Preferences#mw-prefsection-editing
where the Extension:VisualEditor [1] is available on the wiki in question
(see [[Special:Version]]).  I didn't dig though I would think that the list
for deployment would be in the roadmap or a close link. [2]
